ABSTRACT
Ensuring better and better social security for ethnic minorities has always been a major policy and task
of the Party and State, showing the good nature of our regime and making it meaningful. very important
for the socio-political stability and sustainable development of the country. Over the past decades, on the
basis of socio-economic development, the Party and State have paid great attention to social security for
the people, especially ethnic minorities. In the Northwest region, key officials at district level have very
important functions and roles in leading, managing and implementing social security policies for ethnic
minorities. Therefore, improving the capacity of key officials at district level is one of the strategic solutions
of improving the quality and effectiveness of the implementation of social security policies of the Party and
State for ethnic minorities present-day Northwestern regions.
