ABSTRACT
Since the end of 2019, the Covid-19 epidemic has been detected and quickly become a pandemic, causing
great consequences and harms in all areas of economic, political and social life in our country in particular
and in the world in general. In that general situation, we can see clearly that the epidemic situation has also
had a great impact on the management, detention, education and rehabilitation of prisoners in our country.
Vocational training activities for inmates also face many difficulties and obstacles due to the impact of the
Covid-19 epidemic. To ensure compliance with the provisions of the Law on Criminal Judgment Execution,
Decree 49/2020 / ND - CP issued on April 17, 2020 and Decree 133/2020/ND - CP issued on November 9,
2020 by the Government, along with legal documents of the criminal judgment enforcement of management
agency, in the content of the article, the author focuses on assessing and clarifying the impacts and effects of
the Covid-19 pandemic that have made for the organizations of vocational training for prisoners in prisons
under the Ministry of Public Security. Besides, the author also gives some recommendations to improve the
effectiveness of this activity in the future.
