ABSTRACT
In recent years, the Party and State, and the Ministry of Defense have prioritized and focused on
development investment for the Navy to “go straight to modernity”; Naval Technical College is the place
to train professional and technical staff who directly operate, exploit and use those modern weapons and
equipment. Therefore, the Naval Technical College has always paid attention and focused on the development
of the teaching staff in terms of quantity, quality as well as structural assurance; However, there are still
certain shortcomings to meet the standards of training, retraining, professional competence.
