ABSTRACT
Implementing "Reform, fundamental and comprehensive Education and Training, meet the requirements of
industrialization and modernization in the conditions of socialist-oriented market economy and international
integration”, the overall general education program and the curriculum of subjects have been developed
and completed, started applying from the 2020-2021 school year. In which, the orientation of developing the
quality and capacity competency is the crucial and core issue of the general education program 2018. On the
basis of theoretical research on capacity development and teaching, capacity development using tools and
means of learning mathematics through the Math program in grade 1, the article will focus on researching
and providing procedures and principles for designing number and calculus teaching activities in order to
develop the ability to use math tools and means for students in grade 1, at the same time, build a number of
1st grade math teaching activities in that direction.
