Abstract

During  the  education  development  in  general,  undergraduate  education  in particular, assigning the self-control in finance to public undergraduate education institutions is an essential request. It is also the key to open the public undergraduate education in Vietnam to develop, integrate and play an important role in successfully implementing the guideline on fundamental and comprehensive innovation for domestic education and training.
