DRAFT TEACHERS LAW – DISCUSSION AND RECOMMENDATIONS

Abstract

Following the tasks assigned by the Prime Minister, the Ministry of Education and Training has conducted research and proposed the development of a draft law on teachers for the Government to consider and report to the National Assembly Standing Committee for approval into the law-making program for the period from 2022-2051. Basically, the Draft Teachers Law is relatively complete, but there are still conflicting opinions regarding the provisions within the Draft. Based on the analysis of the regulations in the Draft Teachers Law in combination with the educational practice in Vietnam, the article has made suggestions to improve the regulations on teacher practice Certificates, salary policy and remuneration for teachers, regulations on recruitment and use of teachers and regulations on state management agencies for teachers with the aim of contributing to bringing the Teachers Law into social practice.
