Abstract
Maslow's theory reflects people's needs from the basic level to the advanced level. Based on this theory, human resource managers at university libraries develop mechanisms, policies, methods and tools to motivate library staff and increase values in terms of the qualities and capabilities of each employee, balancing the collective needs with individual needs, thereby improving the effectiveness of human resource management and the operational efficiency of the university libraries.
