The impact of open educational resources on development of open education

Abstract

    Open Education is the current development trend of education in many countries. The Fourth Industrial Revolution has been taking place all over the world. The development of information technology and the Internet has created a huge mass of information which allows people to collect, store and use them more effectively. The construction and development of OE are also affected by the Fourth Industrial Revolution, which requires the application of information technology and the Internet in teaching, learning and conducting research. Open Educational Resources (OER) is one of the elements constituting OE. This article presents the views, concepts and characteristics of OE as well as OER. In particular, authors and clarifies the impact of OER on the construction and development of OE.
