Tóm tắt: Mục tiêu của chính sách trợ giúp xã hội (CSTGXH) hướng đến bảo đảm cho mọi thành viên trong xã hội gặp khó khăn, yếu thế có mức sống tối thiểu, hòa nhập cộng đồng và vươn lên trong cuộc sống. Các chế độ trợ giúp ngày càng được cải thiện theo hướng đa dạng nhằm đáp ứng nhu cầu của đối tượng thụ hưởng từ hỗ trợ về tiền mặt đến các dịch vụ chăm sóc sức khỏe, giáo dục, dạy nghề... Chất lượng sống của đối tượng bảo trợ xã hội (BTXH) được cải thiện rõ rệt. Tuy vậy, tính hiệu quả trong thực thi CSTGXH thường xuyên vẫn còn những khó khăn, hạn chế. Chính sách hiện chưa bao phủ hết các đối tượng khó khăn cần trợ giúp; mức trợ cấp còn khá thấp, chưa đảm bảo được mức sống tối thiểu; các chế độ trợ cấp chưa thực sự công bằng đối với các nhóm đối tượng thụ hưởng...

 Abstract: Social assistance policies aim at providing all the disadvantaged citizens with minimum living standards as well as opportunities to integrate into the community and progress in life. Assistance criteria have been increasingly improved and diversified to meet the needs of beneficiaries in different forms including assistance in cash or services such as healthcare, education or vocational training, etc. The living conditions of social protection beneficiaries have been significantly ameliorated. However, the implementation of regular social assistance policies is still yielding to difficulties and limitations. The current policies haven’t been able to cover all the disadvantaged people who need support; the level of social welfare is still comparatively low, failing to ensure the minimum living standards; the assistance criteria are not fair for all the groups of beneficiaries.
