Continue to improve regulations on cases excluding criminal liability in the 2015 Penal Code (amended and supplemented in 2017)

Abstract

Although there are many new and progressive points in the cases of exclusion of criminal liability in the 2015 Penal Code (amended and supplemented in 2017), it is still a necessary requirement for researching, planning criminal policies and proposing solutions to continue improving regulations on this institution in order to unify awareness, implement correctly and effectively. Within the framework of the article, the author proposes recommendations to improve the law (Articles 20, 21, 23 of the 2015 Penal Code) and issue documents guiding the application of the law on circumstances excluding criminal liability in the current Penal Code.
