Abstract: Since 1993, the State has advocated building multi-disciplinary universities, based on the principle of consolidating a number of specialized higher education institutions in the same area. As originally proposed, all multi-disciplinary universities must be organized as a unified whole, especially in the field of training, with a 3-level governance system: university, university. (College) and department (Deparment), that is, following the model of US universities. However, the implementation process is not like that. For a variety of reasons, all the multidisciplinary universities established in the first place have tended to exist as a “confederation of specialized universities”, a model “like no other” in the world. gender. Because the member schools still operate almost independently and do not coordinate with each other, first of all in terms of training, the university does not have the synergy as expected.
