The results of surveying on the current situation of primary school principals are the practical basis for
perfecting primary school principals to meet the cultural requirements of the Northwest region in the stage
of educational innovation and it also is basic of proposing the solutions to develop the Northwestern region’s
primary school principals according to cultural approach, to meet the human resources of high quality
education management for primary education in the Northwestern mountainous region.
