ENHANCING THE ROLE OF COMMUNE GOVERNMENT IN IMPLEMENTING THE POLICY OF SUSTAINABLE DEVELOPMENT IN BA TO DISTRICT, QUANG NGAI PROVINCE
Abstract
The commune government have influenced on the effectiveness of the
implementation of the sustainable development policy concluded widely. However,
sustainability assessment is mainly focused on the macro level, based on macro indicators
and rarely refers to the role of the commune government. From the sustainable livelihoods
approach, this paper examines the role of The commune government in Ba To district in
implementing policies for sustainable livelihood development through a case study in Ba
Dinh commune. The results show that the The commune government has played an active
role in the overall sustainable development of the commune such as hunger eradication,
poverty reduction, agricultural restructuring and new rural development, and forest
development. However, the results achieved are still quite modest and the process of
transforming livelihoods towards sustainability is still slow, the livelihood models of
households are still unsustainable, lack or slow to apply the model which is sustainable
and highly effective livelihoods.
