Abstract

After the August Revolution in 1945, the Democratic Republic of Vietnam was established. In the context of the country facing starvation, illiteracy and foreign invaders in the early days of independence, the Party and Government have issued many policies to resolve the national economic problems. During this period, progressive measures in the economic field were implemented. In just a short time, the Democratic Republic of Vietnam did not only eliminate hunger, overcome the exhaustion of the treasury at the time of its establishment, but also initially built up an independent and self-reliant economy to prepare for the resistance war against the French re-invasion.
