Abstract

Arizona State University’s (ASU) efforts to improve higher education in Vietnam began in response to an industry perceived need to improve the quality of graduates in engineering education. The emphasis on quality and accreditation is reflected in the current priorities of the Vietnamese ministries and the strategic goals of the strongest Vietnamese Universities. This paper describes observations born out of the ASU team’s work with our university partners and focused on the evolution of student learning outcomes and efforts to enhance program quality and achieve international recognition and accreditation. There has been substantial growth and development  in both the faculty and the institutions themselves in the areas as well as difficulties in alignment of outcomes, instructional material and assessment tools, as well as in the process for constituent review. No single component of higher education quality improvement can be implemented in a vacuum; rather develop higher education institutions must happen concurrently at all levels of the organization, including leadership and policy, faculty development in pedagogy, and quality of academic programing to reflect industry need.
