DIGITAL TRANSFORMATION IN DONG NAI PROVINCE: POLICY, PRACTICE AND APPLICATION IN HIGHER EDUCATION

Abstract

In the era of the Fourth Industrial Revolution, digital transformation is considered the key to enhancing operations and increasing competitiveness for businesses and organizations through its prominent advantages such as optimizing operational costs, improving productivity and quality, and diversifying products and services. Specifically, for higher education, digital transformation offers the opportunity to apply technology to rapidly transform models, organizational methods, and teaching approaches, fully meeting the requirements of the quality assurance system in education.

In this article, using a non-experimental approach and the method of analysis and synthesis of secondary materials, the author systematizes some basic concepts of the digital transformation theoretical framework; analyzes the characteristics of digital transformation in higher education; introduces the directives and policies of the Provincial Party Committee and the People's Committee of Dong Nai province regarding the implementation of digital transformation at the local level in line with the national digital transformation program; and preliminarily presents the current state of digital transformation and proposes several priority solutions for digital transformation at four universities in the province. The research results show that Dong Nai has made significant progress in digital transformation, especially in infrastructure development and the implementation of online public services. However, the province still needs to address challenges related to human resources, community awareness, and infrastructure in remote areas to achieve comprehensive digital transformation. The research results also show that digital transformation at universities in Dong Nai has seen remarkable advances, particularly in online teaching and training management. However, to progress further, universities need to make strong investments in technological infrastructure, human resource training, and the development of more comprehensive digital transformation strategies. This will help universities improve the quality of education, promote research, and enhance competitiveness in the current context of higher education development.
