TALENT DEVELOPMENT FOR HO CHI MINH CITY'S CIVIL SERVANTS (VIEWED FROM A PUBLIC POLICY PERSPECTIVE)

Abstract

Ho Chi Minh City is a dynamically developing locality, playing the leading role and driving force for socio-economic promotion of the whole country. In the context that the world is undergoing many changes, it is required that the City rise to the same level as its position and role in the overall development of the country. Developing talents, especially talents in the contingent of cadres and civil servants to better meet the requirements of leadership, management and public service performance is an urgent and strategic issue in the current period of Ho Chi Minh City. The article studies the current situation of talent development policy for the contingent of cadres and civil servants in general and cadres and civil servants of Ho Chi Minh City; at the same time, propose solutions to improve this policy
