ENHANCING THE EFFECTIVENESS OF GRASSROOTS DEMOCRACY IMPLEMENTATION AT EDUCATIONAL MANAGEMENT TRAINING INSTITUTIONS UNDER THE MINISTRY OF EDUCATION AND TRAINING IN HO CHI MINH CITY
Abstract
This article examines the theoretical foundations and proposes solutions to enhance the effectiveness of grassroots democracy implementation at educational management training institutions under the Ministry of Education and Training in Ho Chi Minh City. Drawing on current legal documents, the study clarifies the concept, role, content and influencing factors of grassroots democracy, viewing it as both a fundamental organisational principle and a driving force for the sustainable development of agencies and institutions. The research employs methods including literature analysis and synthesis, comparative evaluation against legal provisions and the status of current management practices. Based on the findings, six key solution are proposed to foster a transparent and professional working environment, promote innovation and affirm the pioneering and exemplary role of educational management training institutions within the national education system.
