SCHOOL GOVERNANCE COMPETENCY OF PRIMARY SCHOOL PRINCIPALS
Abstract
In the context of comprehensive educational reform, the school management capacity of primary school principals plays a pivotal role in determining the quality and effectiveness of educational institutions. This article analyses the theoretical foundations of school governance competencies, clarifying the concept, structure, components, and the competency framework for principals based on national standards. It synthesises evaluation methods aligned with the Principal Standards for General Education Institutions issued by the Ministry of Education and Training (2018), while also highlighting the importance of professional ethics, pedagogical expertise, leadership skills, and adaptability in a reform-oriented educational environment. The findings aim to provide a theoretical basis for professional development strategies, contributing to the formation of competent and modern primary school principals who meet the requirements of sustainable educational development.
