Assessing the implementation of land use rights of households and individuals in Nam Truc district, Nam Dinh province

Abstract

This study aims to assess the implementations of transfer, donation, inheritance and mortgage rights by households and individuals in Nam Truc District, Nam Dinh Province. The results showed that there were 15,672 transactions in the period of 2015-2019, of which transactions related to mortgage rights accounted for the highest proportion (9.661); followed by transfer with 3,537cases; donation with 1,781 transactions and inheritance with 693 transactions. It is also observed that the administrative proceduresfor implementing the above rights are easy to understand, quick and simple with appropriate financial obligations. In order to improve the efficiency of land use right implementation, the government should implement integrated solutions in terms of law and policies, along with organizing and building land use database.
