Abstract

In the context of global competition, culture has really become an important
strength of every nation and every organization. Culture is the spiritual foundation, the
goal, and the motivation to build and develop of a nation and an organization.
Organizational leaders are increasingly keenly aware of the important role of creating
organizational cultural values, in order to improve competitiveness and sustainability.
Based on their functions and duties, in the past time, Tam Nong District People's
Committee has developed and issued a regulation on office culture to implement in
accordance with the actual situation at its office. However, the implementation of
office culture regulations still has some inadequacies and has not been uniformly
implemented; Cultural values have not been clearly formed to identify and shape.The
research based on Edgar Schein's state model of organizational culture to analyze the
cultural situation at Tam Nong District People's Committee, Phu Tho province. From
the research results, the authors propos a number of solutions to develop
organizational culture at the People's Committee of Tam Nong District.
