Legal issues raised in resolving the conflict between copyright protection and the requirement for digital transformation of the library industry in Vietnam

Abstract

    Digital transformation is one of the major trends in modern library development, however, in the process of implementing the Digital Transformation Program, legal issues about copyright in the digital environment are one of the barriers that need to be overcome. The study identifies conflicts between copyright protection and the requirements for digital transformation of the library sector, and at the same time offers a new approach in proposing to improve the legal framework to resolve this conflict on the basis of the principle of “harmonizing the interests between copyright holders and the community”
