OVERVIEW OF INTEGRATED ENVIRONMENTAL AND ECONOMIC ACCOUNTING FOR WATER RESOURCES AND RECOMMENDATIONS FOR VIETNAM

Abstract

    Water resource accounting refers to the process of aggregating, calculating, balancing water resources and determining value of water resources in socio-economic activities, ensuring water security (Law on water resources no 28/2023/QH15). Water resource accounting results shall be used by competent authorities to consider and decide regulation and distribution of water resources and implementation of measures to manage the exploitation and use of water resources. The methods used include desk analysis and current policy analysis to analyze policy tools for Introducing a system of environment–economic accounting for water, the meaning of water accounting, and thereby recommending a water resources accounting approach based on river basins.
