Abstract

Development process of water tariff for irrigation and drainage products, service in Australia towards calculating full-cost recovery contributed to strenthening efficiency of investment, management and protection of water sources and socio-economics development. This paper describes the appcoaches, management organization and participation regime in establishment and calculation of ful-cost recovery in water tariff. Building block approach shew necessary expenses groups including operation, maintenance, return on or of assets, working capital and taxes. Distribution of costs for water users are based on a assessmene matrix to calculate the percentage of cost sharing and determining full cost for each user. Meaning of cost elements analysed are fixed and variable costs and their components. Specifically, cost for operation, maintenance, electrolic and other costs in which include expenses of labour, materials, management cost or other indirect cost. Process of water pricing is based on the water tariff proposal of IMCs and verified by competent agencies with participation of users and consultances. The discussion has shown out the suitability of the approach with the irrigation background and being foundation for water tariff proposal in Vietnam.
