Abstract

The state has issued policies on preferential incentives and socialization in investment, operation and provision of rural water supply services for more than 10 years. The results show that, in some provinces such as Ha Nam, Thai Binh and Hung Yen, the participation of the private sector plays a key role in rural water supply. Private sector contributes respectively 91.4%; 89.4% and 87.1% of total investment capital, water supply capacity and connection rate in these three provinces. Meanwhile, in other provinces, the level of participation of socialization is still very limited. This research has shown that, motivationsfor socialization in rural water supply involve investment environment, market, reasonable support policies, water price management and investors’ psychology. At the same time, there are some shortcomings in policy, monitoring and management mechanism and from that proposing some suggestions for promoting private sector’s participation.
