POLITICAL INSTITUTION FOR DEVELOPMENT OF LOGISTICS SERVICES AT SEAPORTS IN THE CENTRAL REGION IN THE CONTEXT OF DIGITAL TRANSFORMATION

Abstract

The article uses secondary data sources and specific research methods such as scientific abstraction, dialectical materialism, and historical combination logic, to analyze the current situation of joint institutions to develop logistics services at seaports in Central Vietnam in the context of digital transformation. Research results show that, in the period 2020 - 2023, our Party and State have issued many guidelines and mechanisms to create a solid legal corridor for logistics service businesses at seaports to carry out the digital transformation process at their units. However, some institutional shortcomings remain such as lack of legal documents promoting businesses to invest in digital transformation at seaports in the Central region; Lack of linking mechanism among businesses; Human resources having not met the requirements of the digital transformation context. Logistics service businesses at seaports have not taken full advantage of development opportunities; digital competitiveness is still weak and digital financial resources are limited... On that basis, the authors propose several solutions to improve the institutional link to develop logistics services at seaports in the Central region in the context of global digital transformation.
