Abstract

In the context of education and training development in the 21st century, assessing learners’ academic attainments has been identified as a breakthrough in order to fundamentally renovate education and training, especially in Vietnam's higher education. Outcomes-based assessment is a form of assessments that has been applied in many countries since the early 21st century, and is currently being used in universities in Vietnam. By using the survey method, secondary literature research, and expert interview, the article summarizes the main limitations on cadets’ outcomes-based assessment in English subject in military institutions and proposes five methods of management on military cadet's outcomes-based assessment in English subject, focusing mainly on changing perception, completing the system of legal documents, improving the capacity of managing officers and English lectures, while strengthening the application of information technology, and conducting inspection and supervision in assessment. These suggestions can be practical suggestions for military institutions to improve the quality of English training for future army officers.
