EXPERIENCE IN BUILDING UP LOCAL GOVERNMENTS OF SOME COUNTRIES IN THE WORLD – VALUABLE SUGGESTIONS TO BUILD UP LOCAL GOVERNMENT IN VIETNAM

Abstract

Building up a local government is an issue of major concern to the Parties and Governments of all countries in the world; therefore, there have been a variety of research works and articles at different levels and scopes. On that basis, the article aims to clarify the experience of building up local governments in some developed countries in the world, thereby contributing to the efficient operation of the local government in Vietnam (which affirms the important role of the People's Councils and the People's Committees); which is truly a government of the people, by the people and for the people. The article uses the statistics, analysis and comparison method. Based on the study of local government organizations in the UK and Northern Ireland, Indonesia, China, Italy, and Sweden, the study shows the difference of the local government model in Viet Nam compared to some countries around the world. If local governments in some of the above countries perform their own tasks for each level, in Viet Nam, all levels of government will perform the tasks according to the law, decentralization, and dependence from upper level to lower level. A local government in Viet Nam consists of two bodies, namely, the People's Council and the People's Committee which are organized according to the principle of democratic centralization, unification from the central to local levels, differing from those in some countries organized in the form of self-governance. The research results currently have important theoretical and practical implications in building up the provincial government in Vietnam.
