ADMINISTRATIVE REFORM - A BREAKTHROUGH STEP FOR THE SOCIO - ECONOMIC DEVELOPMENT OF THAI NGUYEN PROVINCE

Abstract

Administrative Reform is an objective development trend in the world. In recent years, Thai Nguyen Province has carried out an Administrative Reform, contributing to building up a strong administration with effective operation. The article makes a contribution to clarify the policy of the Party Committee of Thai Nguyen province in the Administrative Reform implementation process and highlights the results achieved by Thai Nguyen Province in the Administrative Reform implementation. Historical and logical methods combined with statistical, analysis and comparison method were used in this study. Over the past years, Thai Nguyen province has achieved great results in institutional reform (implemented through the development and issuance, inspection and review of legal documents: in 2018, 46 documents were evaluated; by 2019, 58 documents were evaluated); in administrative procedure reform (in 2018, the province began to implement the electronic “one-door” mechanism at commune level; by 2019, 100% results of administrative procedures were received and returned through the “one-door” department); in improving the quality of the contingent of cadres and civil servants (in 2018, 62 training and retraining classes were organized for 5,240 cadres and civil servants at all levels; in 2019, 48 training classes were opened, training 4,335 students). These results have great implications for the development of both economics and society, as well as improving people's quality of life.
