Policies to “scaling down the staff” for cadres and civil servants

Abstract

 "Scaling down the staff" is the activity of evaluating, classifying, and removing from the payroll individuals who do not respond to job requirements and cannot continue to arrange other jobs. In 2023, the Party and State will continue to implement the policy of downsizing the payroll, encouraging innovations and gradually improving the quality of the contingent of cadres, civil servants and public employees. The article briefly introduces the Decrees and Official Letters related to "downsizing the payroll" from 2014 to present. On the basis of analysis and evaluation of downsizing over the years, the article sets out the goal of pointing out the obstacles and inadequacies in the current downsizing. From there, the author proposes some solutions to effectively streamline staffing in the coming time.
