Abstract

Sustainable development of the marine economy in accordance with international standards is a complex, multi-sectoral activity that requires marine economic human resources to be trained in different forms and levels to be skilled, expertise in line with the requirements of marine economic activities. That means training and developing marine economic human resources is the core factor determining the sustainable development of the marine economy as well as the process of managing, exploiting and using marine resources and protecting sea environment. Well aware of the position, role and importance of human resources for the sustainable development of the marine economy, the 13th Party Congress advocated "Promoting human resource training for the marine economy, especially high-quality human resources”. This is not only a new perception, but also an important theoretical contribution of the XIII Congress on training and developing human resources in the renovation period. Thus, this article will help clarify how the new perception and its contribution are.
