Abstract

In Vietnam, in recent years, the Government as well as businesses has been very active in converting from manual work to working methods following the model of E-Government, paperless offices, digital transformation business. The context of digital technology requires that legal records on the preservation and storage of electronic records also need to be changed, supplemented to consistent with the actual happening. In this article, we summarize and systemize regulations on management and archiving of electronic records for agencies and businesses such as the Law on Electronic Transactions, the Law on Information Technology, the Law on Archives, Law on Insurance, Law on Accounting; The Decree details the implementation of the Law on Electronic Transactions on digital signatures and digital signature authentication services, the Decree on e-commerce, the Decree details the implementation of a number of articles of the Law on Archives, Decree on clerical work. From legal records, study the system of regulations on management and archiving of electronic records according to each content. Thereby, there are comments on the current legal status of electronic records management, the article also sets out some exchange contents, the "space" of the law for electronic records management. regulations and a number of regulations so far are no longer appropriate, for state management agencies to refer to, supplement and complete.
