LOCAL UNIVERSITY TRAINING HIGH QUALITY HUMAN RESOURCES – MISSION AND CHALLENGES

Abstract

After more than 20 years of construction and development, local universities have
contributed to shape the Vietnamese higher education system in the period of
industrialization and modernization. Despite success at different levels, some universities
have outlined the image of an elite university, some new ones only shape the development
path, some are struggling to restructure to exist, but the local university has become an
important entity, serving the economic and social development of many provinces and
cities. In the process of radical and comprehensive renovation of higher education, the
mission of training and providing high-quality human resources of local universities has
many great challenges. Regarding the mission, the universities are facing the opportunity
to participate in training and provide diverse human resources, from the field of education
and training, civil servants, health care to economic sectors with dozens of industries. In
terms of challenges, the universities all have a young age, short of teaching staff, limited
financial capacity, while having to meet the requirements of a diversified and
comprehensive market and many problems of the industrial revolution. 4.0. The solution
for universities is to seize advantages and opportunities, flexibly change training
professions and expand the adaptive range of learners, create breakthrough policies in
building staff, lecturers, etc. ready to innovate university governance.
