Abstract

Urban public lighting requires close monitoring of energy consumption to align with the National Energy Efficiency Program (VNEEP). However, the effectiveness of monitoring and managing
energy consumption in this field is not really effective. The lack of consistent management practices and tools across localities makes collecting and consolidating urban lighting data difficult, an important prerequisite for developing smart urban infrastructure nationwide. Based on data collected from real contexts of urban lighting systems: (1) planning, design, and installation; (2) energy consumption data; and (3) energy management systems and tools deployed locally. This article proposes a standardized energy consumption management tool that can be widely adopted across all urban areas. The tool not only assists the government in monitoring energy use through consistent metrics and databases, but also enables regular data updates. Also, it facilitates online access to lighting data for reporting, research, and other purposes.

Key word: Public lighting; Energy efficiency; management tool; energy consumption.
