VIETNAM JOURNAL OF DIABETES AND ENDOCRINOLOGY

The Vietnam Association of Diabetes and Endocrinology (VADE) was established under Decision No. 34/2001/QD-BTCCBCP dated June 21, 2001, by the Government Committee for Organization and Personnel (now the Ministry of Home Affairs). Since its inception, the Association has operated actively and developed continuously, achieving many encouraging accomplishments in public health care and contributing significantly to the development of Endocrinology, Diabetes, and Metabolic Disorders in the country's health sector. VADE has held 6 congresses: the 1st, 2nd, and 4th in Hanoi; the 3rd in Ho Chi Minh City; the 5th in Hue; and the 6th in Da Nang.

The Vietnam Journal of Diabetes and Endocrinology, under the Vietnam Association of Diabetes and Endocrinology, was established under Decision No. 1740/GP-BTTT dated November 18, 2010, and was re-licensed under Decision No. 304/GP-BTTTT dated October 16, 2024, by the Ministry of Information and Communications. The Journal was granted the International Standard Serial Number ISSN 1859 – 4727 by the National Agency for Science and Technology Information, Ministry of Science and Technology, under Decision No. 18/TTKHCN – ISSN dated April 11, 2012, and was assigned a Digital Object Identifier System (DOI) prefix 10.47122 by Crossref (USA). The Journal is recognized by the State Council for Professorship for scoring scientific works: 0 - 0.5 points. The Journal is a platform for publishing all updated scientific information and activities in the field of Endocrinology, Diabetes, and Metabolic Disorders in Vietnam and worldwide. 1. AIMS, PRINCIPLES, AND SCOPE OF THE JOURNAL

1.1. Aims and Principles

The principles and aims of the Journal are consistent with the functions and duties of VADE as approved by the Government Organization Board (now the Ministry of Home Affairs): VADE is a socio-professional organization of Vietnamese citizens living nationwide, working in the health sector, with knowledge and interest in the fields of endocrine diseases, metabolism, and diabetes, collectively contributing to the research, prevention, and treatment of these diseases, contributing to public health care, and minimizing the risks and complications caused by these diseases. The Association's duties include:

  1. Propagating and introducing knowledge about Endocrinology, Diabetes, and Metabolic Disorders to attract the interest of organizations and individuals; providing scientific information with high evidence and reliability for research and clinical purposes.
  2. Acting as a bridge to gather people directly working, researching, and interested in the field of endocrinology and diabetes nationwide to mobilize the talents and wisdom of experts in this field; directing the activities of experts and members to be implemented uniformly under a strong organization.

Target audience of the Journal: members, physicians, and doctors specializing in Endocrinology-Diabetes, and interested readers.

1.2. Scope of activity

The Journal is a place to publish scientific articles in the fields of Endocrinology, Diabetes, and Metabolic Disorders nationwide and worldwide.

2. PUBLICATION FREQUENCY

The Journal has 06 issues per year. Among them, 05 Vietnamese issues are published on the 10th of February, April, June, August, and October every year, and 01 English issue is published in December every year. All articles are fully peer-reviewed according to regulations.

4. PEER REVIEW PROCESS

4.1 Purpose of review

This process aims to evaluate and comment on the quality of articles to ensure scientific integrity and honesty for publication in the Vietnam Journal of Diabetes and Endocrinology, ensuring compliance with State regulations, the Ministry of Health, the Ministry of Information and Communications, and the strategic development plans of the journal and the Association.

4.3. Basis for establishing the process

- Based on Decision No. 34/2001/QD – BTCCBCP dated June 21, 2001, of the Government Committee for Organization and Personnel on the establishment of VADE;

- Based on Decision No. 304/GP-BTTTT dated October 16, 2024, of the Minister of Information and Communications on granting the operation license for the Vietnam Journal of Diabetes and Endocrinology;

- Based on Decision No. 4418/BTTTT-CBC dated October 16, 2024, of the Minister of Information and Communications on giving opinions on assigning duties to oversee the journal;

- Based on Decision No. 775/QD – BNV dated November 04, 2024, of the Minister of Home Affairs on approving the Charter (amended and supplemented) of VADE;

- Based on Decision No. 610/QD – THYHVN dated November 25, 2024, of the Chairman of the Vietnam General Association of Medicine recognizing the Executive Board, Standing Committee, Leadership, and Inspection Board of VADE for the 2024 – 2029 term;

4.5. Detailed description of steps

Step 1. Receipt of article

- Authors submit articles to the Journal via email, website, or hard copy to the journal office.

- The Secretariat confirms receipt of the article via email.

Step 2. Formal evaluation

- The Secretariat reviews the article's format:

+ If it meets the formatting requirements, it will be forwarded to reviewers.

+ If it does not meet the requirements, the author will be asked to edit and complete the article.

- The Secretariat compiles the articles.

- Templates used:

+ Submission Guidelines (Form 1a): for Vietnamese articles

+ Submission Guidelines (Form 1b): for English articles

Step 3: Proposal of reviewers:

- The Secretariat conducts a preliminary review of the content to identify the main specialty of the research topic and proposes 02 suitable independent reviewers.

- The Editorial Board approves or changes the 02 independent reviewers.

Step 4. Peer review

- Sending content to reviewers: The Secretariat transfers the article and Review Form to the 02 approved independent reviewers via email, hard copy, or requests them to use the review software on the journal's website.

- Reviewers comment on and evaluate the article.

- Send the Review Form back to the Secretariat.

- The Secretariat synthesizes the following possibilities to inform the author:

+ Accepted: no editing or supplementation required.

+ Accepted with conditions:

  • After editing/supplementing: only needs to be sent back to the Secretariat.
  • After editing/supplementing: needs to be sent back to the reviewers (the Secretariat may forward the Review Form to the author or facilitate direct connection).

+ Rejected.

Step 5: Finalizing the article file:

- The Secretariat records comments from reviewers and author feedback to complete the article file.

- The Editorial Board confirms the completion of the article.

* For conferences and specialized seminars: review time will depend on the specific organization time.

5. ARTICLE SUBMISSION REGULATIONS AND GUIDELINES

5.1. For scientific research articles

5.1.1. If the article has been published in another journal, a note must be added at the end (*).

5.1.2. The main part of the submission should be written in Vietnamese (or English), A4 paper size, Times New Roman font 12 (Unicode), single spacing. The article should not exceed 8 pages (including tables, figures, references, etc.).

5.1.3. The end of each research article must clearly list the professional appraisers (if any).

5.1.4. Presentation sequence:

- Title: concise, should not exceed 2 lines, bold, font size 16.

- Author's full name, workplace, email, phone number (if any); do not include titles or degrees.

- Vietnamese Abstract: concise summary of introduction, objectives, subjects, methods, results, and conclusion. Finally, include keywords (under 6 words). Italicized, not exceeding 12 lines.

- English Abstract and Keywords: similar to the Vietnamese Abstract, including a translation of the title.

- Content includes the following sections, numbered in Arabic (1; 1.1; 1.2;…):

     1. INTRODUCTION: including research objectives.

     2. SUBJECTS AND METHODS.

     3. RESULTS.

     4. DISCUSSION (Results and Discussion can be merged).

     5. CONCLUSION.

     REFERENCES (numbered in Arabic): no more than 10 references, listed in order: Vietnamese references first, followed by foreign references sorted alphabetically by author's name. Format: Author's name, year of publication (in parentheses), article title, source title (journal, book), publisher, volume, issue number, pages.

5.2. For translated or summarized articles

- Below the Vietnamese title is the foreign language title. Clearly state the author's name and the original source in parentheses. Finally, the translator's name.

5.3. For forum articles

- The article must not have been published in any other publication.

- Written in the form of exchanging professional experience, sharing information, and vocational skills. Avoid deep theory or overly high techniques that lack practical application.

- Targeted at doctors, physicians, and technicians specializing in Endocrinology-Diabetes, emphasizing practicality and priority in explaining inadequacies and issues encountered, highlighting optimal options in diagnosis and treatment.

- Articles should be between 2000 – 3000 words, concise, and focused on expertise.

- Articles about medical facilities or professional issues must include illustrative photos.

5.4. Activity information for Endocrinology-Diabetes-Metabolic Disorders

- Encourage news about activities at central and local levels, such as external affairs, projects, signing activities, conferences, seminars, training domestic and abroad, scientific information, and training, …

NOTICE:

- Use accurate and scientific professional terminology.

- VADE members can publish articles free of charge.

- Manuscripts, whether published or not, will not be returned.

- Authors are responsible for the content and authenticity of the article before the Editorial Board, public opinion, the Press Law, and Copyright Law.

6. PUBLICATION ETHICS STATEMENT

6.1. Duties of authors

Authorship: Only individuals who have made significant contributions to the research have authorship rights.

Manuscript standards: Authors must provide manuscripts to the Journal regarding research results that have never been published in any publication/website. Authors should also objectively present the importance of the research.

Originality, plagiarism, and acknowledgment of sources: Authors must ensure the originality of the article before submitting it. If authors use materials or quotes from other scientists, they must cite the source or seek permission.

Data access and retention: Data, references, and other information must be presented accurately and fully so research can be replicated. Fraud or intentional inaccurate statements are considered unethical behavior. Authors must provide research data for the editorial process and keep data for a reasonable time after publication.

Multiple publications: Authors should not publish manuscripts with the same research content in more than one journal.

Conflict of interest declaration: In the manuscript, all authors must clearly state personal relationships and financial sources with other individuals or organizations that could inappropriately influence the work. All financial support sources must be listed. If there is no conflict, a clear declaration is still required.

Notification of errors in published works: If an author discovers an error in a published article, they must immediately notify the Editorial Board to withdraw or correct the article. If the Journal is notified by a third party, the author is responsible for cooperating and providing evidence when requested.

6.2. Duties of peer reviewers

Contribution to editorial decisions: Peer reviewers assist the Editorial Board in making decisions and help authors improve their work through specific comments. If a reviewer feels unqualified or knows the review is unfeasible, they must immediately notify the Editorial Board and decline the invitation.

Confidentiality: Any manuscript in the review process is considered a confidential document. Reviewers must not share reviews or information with anyone or contact authors directly without Editorial Board consent. Reviewers must not use research results from the manuscript without the author's permission.

Alert for ethical issues: Reviewers should be aware of potential conflicts of interest and notify the Editorial Board, including any significant similarity between the manuscript and published works they are aware of.

Objectivity standards: Reviews must be conducted objectively without personal bias. Personal criticism of the author is inappropriate. If a reviewer suggests citing their own work, it must be for valid scientific reasons, not to increase citation counts.

6.3. Duties of the Editorial Board

Publication decisions: The Editorial Board is fully and independently responsible for deciding which articles to publish. All members must comply with Journal policies and other legal regulations.

Expert review: Members must ensure a fair, unbiased, and timely review process. Articles must be reviewed by at least 2 independent external experts. The Editorial Board must select reviewers with expertise appropriate to the field of the research.

Fair play: Members evaluate manuscripts based on scientific content. A transparent mechanism must be established for editorial decisions.

Confidentiality: Members must ensure the confidentiality of all submitted manuscripts and communications with reviewers. They must keep reviewer information private and not use manuscript information for personal purposes.

Disclosure of conflicts of interest: Members must not participate in the review process for articles they authored, or those written by family members or colleagues, or any matter where they might benefit.

7. ANTI-PLAGIARISM REGULATIONS

Authors submitting articles must not commit plagiarism in any of the following forms:

1. Using paragraphs, information, data, or images from others' works in their own without citing the source.

2. Providing inaccurate information about the author or source of cited information.

3. Failing to cite sources when changing words, moving phrases, sentences, paragraphs, or ideas of another author; combining phrases/sentences from different sources and editing them, or changing words/phrases but keeping the original paragraph/article structure.

4. Paraphrasing others' content in one's own language without citation; summarizing others' works without citation.

5. Citing one or more works of others to form one's own work where the content accounts for 20% or more, even if cited correctly. This does not apply to reasonable citation for commentary or illustration that does not misrepresent the original author's intent.

6. Appropriating others' work and presenting it as one's own: a. Copying an entire work, including hiring or asking others to write on one's behalf; b. Translating or expressing all or part of a work from a foreign language to Vietnamese or vice-versa to create at least 20% of one's own work without indicating the original work.

7. Using more than 30% of one's own previously published works in a new work where one is the author or co-author without citing the source (self-plagiarism).

8. Other forms as prescribed by law.
