Abstract

The management of the State budget in general and the management of budget expenditures in particular also have inappropriate problems, even in many cases passive and slow, many urgent issues are not met in time or do not have appropriate handling views,  causing confusion in the face of new problems arising, the process of managing the State budget in many cases is still inadequate, the changes in the collection and expenditure policies are still "situational", there is no "basic" and comprehensive policy so that the State budget is really the most important tool in regulating the socially oriented market economy.
