Our Party and State always consider culture as the spiritual foundation, motivation and goal of socialism. The management to preserve, inherit and develop national cultural values is the top national policy recognized in the constitutions. One of the popular activities in the social and cultural life in our country, which has a strong influence on the thoughts, feelings and perceptions of many people is performing arts. The impact of science and technology, high technology, the process of cultural exchange and economic integration has made the performing arts not only become a spiritual product to meet the needs of the masses but also become a a part of a dynamic and creative market economy. Developing the performing arts in the right direction of the nation, science and the masses is certainly indispensable for the key role of state management.
