Effective Competiviveness in Economic Integration and Reform of State-Owned Enterprises

Abstract

Vietnam could not enhance the benefits of global economic integration, unless domestic enterprises improve business efficiency and competitiveness. Given the current production technology, domestic enterprises should collaborate, and the efficient form of collaboration is the value chain. The economy needs large domestic enterprises for they have enough endowments to develop a value chain. Due to market failure, it is hard for domestic enterprises to develop value chain, without governmental support. The government could immediately support domestic enterprises in developing value chain by expanding the targets of State-owned Enterprise Reform Program, which focused on equitization/privatization and withdrawing stated-owned capital from the privatized SOEs. The paper recommends that, in additions to the two above-mentioned targets,encouraging the linkage between private enterprises and privatized SOEs in the value chain, led by the latter should be considered as new target of that program.
