Abstract
The choice to organize the Parliament according to the bicameral or unicameral model in each country will be influenced by many different reasons. Most of the countries that choose the bicameral model build their state apparatus on the basis of the principle of separation of powers, between state agencies there is restraint, balance, mutual supervision, and it is in the Decree No. There is also mutual control between the two chambers. The form of the state also greatly influences the construction of the state apparatus, of which the Parliament is one of them. The article focuses on analyzing organizational structure and activities; authority, function and make some comments on the British, American and Russian bicameral system. On that basis, give some suggestions for the National Assembly of Vietnam.
