Abstract

Sand is one of the minerals with high economic value. To make a profit, many individuals and organizations have conducted sand mining even though they have yet to be granted mineral mining licenses by competent state agencies. To combat this violation, the State has set forth many handling measures, of which the most common is administrative sanctions. The article analyzes the legal provisions for sanctioning administrative violations for sand mining without a mining license from a competent state agency, points out shortcomings, and proposes improvement solutions.
