DELINEATING THE OWNERSHIP AND USE RIGHTS TO WATER SOURCES AND PROPOSING LAW PERFECTION

Abstract

Laws on water resources have not provided rules aimed at clearly delineating the ownership and use rights of water sources when organizations and individuals are allowed to exploit and use water resources. That may be the cause of the difficulties in identifying the holders of rights to allow other organizations and individuals to continue exploiting and using water resources for different purposes. The article defines how to assign the ownership and use rights to water resources which is generated when organizations and individuals are allowed to exploit and use water resources and offers recommendations to perfect the law on this issue.
