Abstract
Abstract: Politburo Resolution No 57-NQ/TW dated 22 December 2024 on
developing science and technology, innovation, and national digital transformation
identifies innovation and digital transformation as key drivers. To institutionalise this
orientation, the 2020 Law on Investment and Law No 90/2025/QH15 amending and
supplementing a number of provisions of the Law on Bidding, the Law on Public–
Private Partnerships, the Law on Customs, the Law on Value-Added Tax, the Law on
Export and Import Duties, the Law on Public Investment, and the Law on Management
and Use of Public Property (Law No 90/2025/QH15) have expanded the list of
incentivised investment sectors in high technology, big data, artificial intelligence, and
digital human-resources training. On that basis, this article analyses the current
investment-law framework, compares international experience, identifies shortcomings
in practice, and recommends solutions to improve the law so as to implement
Resolution No 57-NQ/TW effectively.
