Abstract

Abstract: This article focuses on the control of administrative discretion in the
law-making and law-implementation activities of local administrative authorities, in
accordance with Politburo Resolution No 66-NQ/TW dated 30 April 2025. After
clarifying the concept of “administrative discretion” and synthesising the current state
of discretion control in the law-making and implementation activities of local
administrative authorities in Viet Nam, the article proposes solutions to improve the
mechanism for controlling discretionary power in these activities, consistent with the
spirit of Resolution No 66-NQ/TW.
