Abstract

Abstract: A core component of Politburo Resolution No 68-NQ/TW dated 4 May
2025 is to expand and diversify capital sources for the private sector, encourage
innovative financial models, and harness digital transformation achievements to
promote entrepreneurship and innovation. In that context, crowdfunding has emerged
as a non-traditional, technology-enabled form of financing that enables private
enterprises—especially small, micro, and start-up firms—to access socialised capital
rapidly, flexibly, and transparently. Drawing on the crowdfunding legal frameworks of
Singapore, the United States, and the European Union, this article proposes options
for developing a legal framework for crowdfunding in Viet Nam.
