Abstract

Abstract: This article analyses the central role of law in delivering the four
strategic breakthroughs for national development, in line with the Politburo’s
Resolutions Nos 57, 59, 66, and 68. On that basis, it proposes the concept and
analytical framework of a “legal ecosystem” for development—conceived as a unified
and coherent yet open, flexible, and adaptive institutional architecture that forges
linkages among the State, the market, and society. The proposed framework seeks to
ensure that law functions not merely as an instrument of governance, but also as a
driver of innovation and international integration, thereby strengthening national
competitiveness and sustainable development in the nation’s new era of ascent.
