DEVELOPMENT OF MARINE SCIENCE AND TECHNOLOGY -
OPPOTUNITY AND CHALLENGE
In the first decades of XXIth century, people’s life continued to improve on the basis of scientific - technical and technological advances, especially the formation and development of the 4th Industry Revolution. In the world and the region, reality shows that in the human development, marine science and technology is an element of social development and is inseparable from production forces, contributing to the redistribution of the one output in sea and island areas, ensuring the quality of marine products, ensuring productivity and quality of marine economic sectors. Vietnam is a sea country, but in the current context, our country’s marine exploitation is still backward compared to the region and the world, so investment in marine science and technology must become a problem the highest priority and should be seen as a breakthrough solution to quickly contribute to bringing our country out of underdevelopment in the marine sector. In order to efficiently and sustainably exploit marine resources for socio-economic development, to ensure national interests at sea, to ensure marine defense and security, the development of science and technology sea is an urgent requirement. Therefore, the promotion of basic research and investigation of marine waters, actively preparing conditions for participation in ocean exploitation in accordance with the provisions of the United Nations Convention in 1982 on the Law of the Sea - UNCLOS - these are key issues and must be given a step ahead, making changes in both quality and quality in the process of marine exploitation and use towards the goals of sustainable marine economic development.
