ELIMINATION OF ILLITERACY FOR ETHNIC MINORITIES IN VIETNAM FROM 2010 TO PRESENT - CURRENT STATUS AND ISSUES
Abstract
Vietnam is one of the countries with remarkable achievements in literacy in Asia. From 10% of the population being literate (1945), up to now, 94% of the population is literate for the whole country and 83% for ethnic minority groups (CEMA, 2017). This study was conducted to re-evaluate the illiteracy eradication process for ethnic minorities in Vietnam from 2010 to the present, and to point out the difficulties that need to be overcome in the current literacy work. The data used in the research is compiled from articles published in journals and books of foreign scholars, annual data reports of Government agencies, research institutes, and scholars in Vietnam. The results of the study show that there are significant gaps between literacy rates for ethnic minorities and the majority. At the same time, it is also recommended that in order to fulfill Vietnam's literacy goals by 2030, it is necessary to have new, drastic and breakthrough policies in the current literacy work.
