EFFICIENCY AND IMPACT OF THE CONGRESS OF DELEGATES OF ETHNIC MINORITIES IN VIETNAM

Abstract

Vietnam is a multi-ethnic country (54 ethnic groups), including 53 ethnic minorities, with nearly 13.5 million people, living in community in 52 provinces and cities and mainly in the mountainous region, border and extremely difficult areas. These are geographical areas with particularly important strategic positions in politics, economy, national defense and security of the country. Since the birth of the Democratic Republic of Vietnam so far, we have organized three congresses of delegates of ethnic minorities (in 1945, 1946 and 2010). The organization of the congress has an important meaning to the ethnic minorities community, showing the Party and State's interest in ethnic minorities, and is also the occasion to review and evaluate the achievements of ethnic affairs since the founding of the country. The Congress has and will help ethnic minorities to be more proud of their homeland and the country and to be more aware of the role and responsibility for the construction and defense of the Socialist Republic of Vietnam. The paper focuses on analyzing the effects and impacts of the Congress of delegates of Ethnic Minorities in Vietnam, thereby drawing lessons learned for the process of organizing the congress in the coming time.
