Phát triển kinh tế số và đổi mới sáng tạo ở Việt Nam: Cơ hội, thách thức và giải pháp chính sách

Abstract

Trong bối cảnh cuộc Cách mạng công nghiệp lần thứ tư bùng nổ trên toàn cầu, phát triển kinh tế số và đổi mới sáng tạo đã trở thành yêu cầu cấp thiết đối với Việt Nam. Bài viết đánh giá thực trạng kinh tế số và đổi mới sáng tạo tại Việt Nam, ghi nhận những kết quả đạt được. Đồng thời, nghiên cứu làm rõ các cơ hội nâng cao hiệu quả, hình thành mô hình kinh doanh mới, mở rộng thị trường cũng như thách thức về hạ tầng, thể chế, nhân lực và an ninh mạng trong quá trình phát triển. Trên cơ sở đó, các giải pháp được đề xuất tập trung vào phát triển hạ tầng và nhân lực số, hoàn thiện chính sách, đảm bảo an ninh mạng và tăng cường hợp tác quốc tế.

DEVELOPMENT OF THE DIGITAL ECONOMY AND INNOVATION IN VIET NAM: OPPORTUNITIES, CHALLENGES, AND POLICY SOLUTIONS

Summary

In the context of the Fourth Industrial Revolution unfolding worldwide, the development of the digital economy and innovation has become an urgent requirement for Viet Nam. This paper assesses the current state of the country’s digital economy and innovation, recognizing the significant progress achieved in recent years. It also clarifies the opportunities for enhancing efficiency, creating new business models, and expanding markets, as well as the challenges related to infrastructure, institutional frameworks, human resources, and cybersecurity during the development process. Accordingly, the study proposes several key policy solutions that focus on advancing digital infrastructure and human capital, improving regulatory frameworks, ensuring cybersecurity, and strengthening international cooperation.
