Building and operating the regional apparatus: International experience and policy implications for Vietnam

Abstract
The regional apparatus is established and operated diversely not only among different countries but also within a country in different periods of its development. Currently, there remains no perfect regional model due to the diversity of its roles, functions and organizational structure associated with each country's specific characteristics. This paper focuses on the successful and unsuccessful experiences of building and operating regional apparatuses in France, South Korea and China. On that basis, the paper proposes a number of policy suggestions to design a regional organization more suitable and effective to Vietnam's conditions.
